According to Rajoub, countries that take on the responsibility of hosting global tournaments are obliged to allow unimpeded entry for all official delegates. In his view, the position of Washington and Ottawa undermines the authority of independent sports organizations and destroys the very idea of sport as a universal tool for uniting nations.

However, this incident clearly demonstrates that matters of national security and adherence to domestic laws are prioritized significantly higher by host countries than sporting regulations. Experts directly link the entry ban to the official’s active political endeavors. Just a month before the start of the World Cup, during the 76th FIFA Congress, he demonstratively rejected a request from the organization’s president, Gianni Infantino, to perform a symbolic handshake with the representative of the Israeli federation. It is highly likely that precisely this stubborn desire to drag prolonged geopolitical conflicts onto the football pitch became the main reason why the World Cup organizers preferred to shield the international celebration from potential provocations.
