Electric Vehicles in Ukraine Could Face a New Monthly Tax

The primary reason cited for preparing such measures is the need to replenish the state budget

Active discussions have begun within the Ukrainian government and parliament regarding a new taxation system for electric vehicle (EV) owners. The primary innovation could be a monthly fee, the amount of which would directly depend on the market value of the vehicle. According to preliminary estimates, for popular models costing around $30,000, this tax could amount to approximately 4,000 UAH per month.

The main reason cited for preparing such measures is the need to replenish the state budget. Due to the rapid growth in popularity of “green” transport, the treasury loses between 14.5 and 30 billion UAH annually, which previously came from excise taxes on gasoline and diesel fuel sales.  The introduction of a progressive taxation scale is intended to compensate for these losses and align Ukrainian legislation with European standards.

It is worth noting that the era of significant tax incentives for electric vehicles has already begun to fade into the past. As of January 1, 2026, a 20% Value Added Tax (VAT) was reinstated in Ukraine on the import of such vehicles. Although the official bill regarding monthly payments is still in the development and consultation stage with relevant parliamentary committees, experts predict that owning an electric vehicle could become significantly more expensive in the near future.
